CPNS Riau 2011 Mengusulkan 14.777 CPNS

Tahun 2011 ini Riau akan mengusulkan 14.777 formasi Calon Pegawai Negeri Sipil (CPNS). Namun kepastian jumlah yang disetujui Kementrian Pendayagunaan Aparatur Negara dan Reformasi (PAN) Birokrasi kemungkinan tidak lebih besar dari 3.000-an formasi.

Kepala Badan Kepegawaian Nasional (BKN) Regional XII, Drs Dede Djunaedy MSi kepada wartawan di Pekanbaru kemaren mengatakan dari informasi, kemungkinan kuota yang disetujui masuk dalam formasi 2011 ini tidak lebih banyak dibandingkan tahun lalu.

Hanya saja, usulan yang masuk dari Riau sudah cukup banyak, tetap saja persetujuannya di Kementerian PAN dan Reformasi. Juli nanti kemungkinan baru bisa diketahui berapa formasi dan formasi apa saja yang dibuka perekrutannya oleh daerah.

Dia mengatakan, seluruh pengajuan usulan merupakan hak kabupaten/kota termasuk provinsi yang diinput dari Satuan kerja (Satker) masing-masing. Pasalnya keperluan tenaga pegawai hanya diketahui Satker untuk memperlancar pelayanan dan kinerja.

Jenis formasi yang dibuka juga sesuai dengan keperluan, dimana tren saat ini tenaga pendidikan serta tenaga kesehatan masih tetap menjadi prioritas. Sementara itu, daya minat masyarakat menjadi PNS juga masih tetap besar.(rp)-riau.go.id

Mengapa Moratorium CPNS

Perekrutan calon pegawai negeri sipil (CPNS) serta honorer bisa jadi bakal dihentikan meski hanya sementara. Setidaknya penghentian itu diusulkan selama 6 bulan. Ini dalam rangka penghematan anggaran negara.

Ketua Tim Independen Reformasi Birokrasi Nasional Erry Riyana Hardjapamekas mengusulkan agar rekrutmen calon pegawai negeri sipil atau CPNS termasuk juga tenaga honorernya dihentikan sementara.

Dikatakannya, timnya selama ini masih menemukan ada beberapa instansi dan daerah yang dalam melakukan perekrutan dijadikan tempat untuk ajang “jual-beli”. “Ada oknum yang berani menjanjikan calon CPNS asal berani membayar sekian puluhan juta rupiah yang ujung-ujungnya dikarenakan si oknum ingin mendapat penggantian untuk kepentingan parpol,” ujar mantan Wakil Ketua KPK ini usai menemui Wapres, Senin (27/6).

Erry sendiri menyampaikan laporan hasil penelitian mengenai kondisi reformasi birokrasi yang dilakukan timnya. Dikatakan, dari kajian timnya keberadaan PNS saat ini sudah tidak terkendali mengingat banyak pegawai yang tidak memiliki kemampuan tapi dipekerjakan.

“Setidaknya jangan ada rekrutmen CPNS enam bulan ke depan sambil dilakukan pengkajian yang mendalam serta melakukan pencermatan sungguh-sungguh posisi yang diperlukan,” katanya.

Erry sangat mendukung Menteri Keuangan (Menkeu) Agus Martowardojo yang mengusulkan agar PNS yang dinilai tidak efisien diberi pesangon untuk pensiun dini.

Selasa (21/6) malam, Menkeu mengatakan jumlah PNS yang kian mengkhawatirkan itu terkait akan adanya UU Badan Penyelenggara Jaminan Sosial yang mengatur tunjangan hari tua bagi PNS. “Jadi, kita rasakan (reformasi birokrasi) sejalan dengan UU BPJS yang ada dalam tahap finalisasi, yakni kita harus memberikan tunjangan hari tua, pensiun, dan sebagainya,” ujarnya.

Dirjen Anggaran Kemenkeu Herry Poernomo membenarkan anggaran untuk PNS setiap tahun meningkat. Pada 2005, anggaran PNS Rp 54,3 triliun, kemudian membengkak menjadi Rp l62,7 triliun (APBNP) atau 147,9 triliun (realisasi) pada 2010.

Kenaikan drastis juga terjadi pada 2011, anggaran belanja PNS sebesar Rp 180,6 triliun (RAPBN) atau Rp 180,8 triliun (APBN). “APBN 2011 disebut sebesar Rp l.200 triliun, belanja pegawai porsinya 10%,” ujar Herry.

Sebaliknya, Mendagri Gamawan Fauzi menilai belum perlu adanya moratorium perekrutan PNS. Ia menilai jumlah PNS di Indonesia baru mencakup 2,4% penduduk. “Di negara ASEAN jumlah PNS rata-rata 3% jumlah penduduk. Karena itu, rekrutmen PNS tetap akan dijalankan,” ujarnya.

Masih senada, Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi EE Mangindaan mengatakan, rasio antara jumlah pegawai dan penduduk masih pada tingkat yang moderat. “Belum tentu berlebihan, karena perbandingan jumlah pegawai dengan penduduk masih 1,98 persen jadi masih moderat dibandingkan negara-negara lain yang sampai 2,1 persen,” kata Mangindaan.

Pengamat ekonomi Anggito Abimanyu menyarankan sebaliknya. “Untuk mengurangi beban APBN, pemerintah sebaiknya memensiunkan dini PNS yang tidak produktif,” ujarnya.

Permintaan moratorium perekrutan CPNS di daerah juga datang dari Forum Indonesia untuk Transparansi Anggaran (FITRA). Penyetopan sementara penerimaan PNS baru itu dinilai penting untuk mengurangi beban belanja daerah, sembari merancang ulang reformasi birokrasi di tingkat daerah.

Sementara itu, anggota Komisi Keuangan DPR, Maruarar Sirait, mengatakan kebijakan kepegawaian tak boleh dibahas secara parsial. “Harus dibahas menyeluruh, kemudian direspons lewat kebijakan presiden,” kata Maruarar, kemarin.

Menurut Maruarar, persoalan kepegawaian ini tak bisa dipandang dari sisi anggaran saja, tapi juga menyangkut aspek hukum, politik, dan sosial. “Jika memang disepakati, pemerintah perlu mengamankan proses itu dari segala aspeknya,” ujar politisi PDIP itu.

Sedikit berbeda, anggota komisi dari Fraksi PKS Andi Rahmat menilai apa yang dilontarkan menkeu sekarang ini bukanlah hal baru, namun mengaku mendukung usulan menkeu. Menurut dia, jumlah PNS saat ini sudah cukup besar, mencapai 4,7 juta pegawai, membuat Indonesia menjadi negara birokrasi yang boros. “Indonesia ini seperti Cina dan India dengan birokrasi yang besar,” katanya.

Perlu diketahui, Kemenkeu sendiri sudah memulai kebijakan zero growth jumlah pegawai. Selain membatasi rekrutmen baru, menkeu juga menawarkan pegawai yang memasuki usia 50-55 tahun mengajukan pensiun dini. Pemerintah akan memberikan kompensasi kepada mereka.

Tentang tim Independen Reformasi Birokrasi sendiri terdiri dari berbagai tokoh pemerintah dan nonpemerintah, akademisi, dan ada pula tokoh dari dunia usaha. Selain Erry, anggota lainnya adalah Ketua Komite Nasional Kebijakan Governance (KNKG) Ahmad Damiri, guru besar Universitas Indonesia Eko Prasojo, guru besar Universitas Gajah Mada Sofyan Effendi. Tim ini memberikan pandangan atau evaluasinya mengenai birokrasi pemerintahan langsung kepada Komite Pengarah Reformasi Birokrasi, yaitu Wakil Presiden Boediono.

Di Jatim, pada tahun ini, Pemprov mengajukan kuota 1.000 orang untuk penerimaan CPNS kepada Kementerian Pendayagunaan Aparatur Negara (PAN) dan Reformasi Birokrasi.

Kepala Badan Kepegawaian Daerah (BKD) Jatim Akmal Boedianto mengatakan pihaknya harus merekrut 1.000 pegawai baru karena PNS yang pensiun tahun ini mencapai 1.228 orang. “Kami harus mencari penggantinya, tapi semua tergantung pusat,” katanya.

Menurut Akmal, pemprov saat ini memang mengalami krisis pegawai untuk lima tahun ke depan, karena jumlah PNS yang pensiun mulai tahun 2011 hingga 2015 mencapai 6.220 orang sementara rata-rata penerimaan pegawai tiap tahun hanya sekitar 300 orang.

Berdasarkan data BKD Jatim, tahun 2011 sebanyak 1.228 PNS purna tugas, kemudian tahun 2012 (1.252 pegawai), 2013 (1.212 pegawai), 2014 (1.221 pegawai) dan 2015 mencapai 1.307 PNS pensiun. Jumlah tersebut cenderung bertambah jika ada PNS yang mengundurkan diri, dipecat atau meninggal dunia.“Kondisi itu juga ditambah dengan tidak adanya pegawai honorer di semua SKPD, karena sejak tahun 2009 Pemprov Jatim sudah meniadakan pegawai honorer daerah,” ujarnya. PT Indosat Tbk was established by the Government on November 10, 1967 as a foreign investment company to provide international telecommunications services in Indonesia and began commercial operations in September 1969 to build, transfer and operate an International Telecommunications Satellite Organization, or Intelsat, earth station in Indonesia to access Intelsat’s Indian Ocean Region satellites for a period of 20 years. As a global consortium of international satellite communications organizations, Intelsat owns and operates a number of telecommunications satellites.

Following regulatory changes in the Indonesian telecommunications industry in 1999 and 2000, we began implementing a strategy designed to transform us from being Indonesia’s primary international telecommunications provider into a leading, fully integrated telecommunications network and service providerin Indonesia. In 2000, the Government’s introduction of the Telecommunications Law, which encourages industry liberalization, directly impacted our business. In 2001, as part of the Government’s initiative to restructure the telecommunications industry, we entered into an agreement with Telkom to eliminate our respective crossshareholdings in several operating subsidiaries, including:

  • our acquisition of Telkom’s 22.5% ownership interest in Satelindo;
  • Telkom’s acquisition of our 35.0% ownership interest in Telkomsel; and
  • our acquisition of Telkom’s 37.2% ownership interest in Lintasarta and the purchase of Lintasarta’s convertible bonds held by Telkom.

Subsequent to the agreement with Telkom, we acquired an effective 45.0% ownership interest in Satelindo, through our acquisition of PT Bimagraha Telekomindo, or Bimagraha, in 2001 and acquired the remaining 25.0% ownership interest in Satelindo from DeTe Asia in June 2002. To strengthen Satelindo’s capital structure and remove certain restrictive covenants arising from Satelindo’s indebtedness, we made an additional capital contribution to Satelindo totaling US$75.0 million in July 2002.

In August 2002, we entered the domestic telecommunications sector by obtaining a license to provide local fixed network services in the Jakarta and Surabaya areas. We deployed approximately 13,000 lines in those areas to provide local fixed telephone services and announced our strategic objective to become a leading fully integrated telecommunications network and service provider in Indonesia. In 2002, the Government divested 517.5 million shares, representing approximately 50.0% of our outstanding Series B shares at the time, in two stages. In May 2002, the Government sold 8.1% of our outstanding shares through an accelerated global tender.

In December 2002, the Government divested 41.9% of our outstanding Series B shares to a former subsidiary of STT. As of March 31, 2009, the Government owned 14.29% of our outstanding shares, including the one Series A share, and ICLM and ICLS owned approximately 65.0% of our outstanding Series B shares. ICLM and ICLS are owned by Qtel. The remaining 20.71% of our outstanding Series B shares is owned by public shareholders as of March 31, 2009. On November 20, 2003, we merged with Satelindo, Bimagraha and IM3 and all assets and liabilities of such legacy subsidiaries were transferred to us on such date. Since entering the Indonesian cellular market through our acquisition of Satelindo and establishment of IM3 and the subsequent integration of such companies in 2003, cellular services have become the largest contributor to our operating revenues.

On June 22, 2008, Qtel purchased all of the issued and outstanding shares of capital stock of each of ICLM and ICLS, pursuant to a Share Purchase Agreement dated June 6, 2008 between Qtel and STT, a company incorporated in Singapore. Pursuant to the Share Purchase Agreement, Qtel, through its subsidiary, Qatar South East Asia Holding S.P.C., acquired the capital stock of ICLM and ICLS from Asia Mobile Holdings Pte. Ltd., or AMH, a company incorporated in Singapore, which is 75.0% indirectly owned by STT Communications Ltd. and 25.0% indirectly owned by Qtel. Following this acquisition, a change of control occurred in Indosat and Qtel, and its wholly owned subsidiaries, ICLS and Qatar South East Asia Holding S.P.C., conducted a mandatory tender offer to acquire up to 1,314,466,775 Series B Shares, representing approximately 24.19% of our total issued and outstanding Series B Shares (including Series B Shares represented by ADSs), at a purchase price of the U.S. dollar equivalent of Rp369,400 per ADS and Rp7,388 per Series B Share, net to the seller in cash (without interest and subject to any required withholding of taxes). Following settlement of the tender offer on March 5, 2009, Qtel and its subsidiaries hold approximately 65.0% of our outstanding share capital.

Komisi Nasional Anti Kekerasan terhadap Perempuan (Komnas Perempuan) yang didirikan berdasarkan Keputusan Presiden No.181/1998 dan diperbaharui dengan Peraturan Presiden No.65/2005, bertujuan untuk menciptakan situasi yang kondusif bagi penghapusan kekerasan terhadap perempuan dan penegakan hak-hak asasi perempuan.

Untuk mewujudkan terimplementasinya tujuan strategis tersebut diperlukan landasan organisasi dan kelembagaan yang kuat, akuntabel dan transparan. Saat ini Komnas Perempuan didukung 15 orang Komisioner dan 50 orang Badan Pekerja di bawah kepemimpinan Sekjen. Komnas Perempuan bekerja melalui 5 Subkomisi, yaitu Subkomisi Reformasi Hukum, Subkomisi Pengembangan Sistem Pemulihan bagi Korban, Subkomisi Pemantauan dan Subkomisi Pendidikan dan Litbang, yang didukung oleh berbagai Gugus Kerja.

PLN as a State Owned Company in the form of Limited Liability Company (Persero) is obliged to provide electricity to the public interest by taking into account the company’s goal of generating profits in accordance with Law No. 19/2000.

Company’s business activities include:

  1. Running the business of power supply which includes generation, distribution, power distribution, planning and construction of electricity supply facilities.
  2. Running supporting business in the supply of electricity which includes consulting, development, installation, maintenance of electrical power equipment, equipment that support the technology development of power supply.

Carrying out the management and utilization of natural resources and other energy sources for the purposes of providing electric power, Conduct of the operation and management services (dispatchers) in the generation, transmission, distribution and retail electricity, Carrying out industrial hardware and software in electricity and equipment another related to electric power, Cooperate with other agencies or other parties or entities organizing electricity sector both from domestic and abroad in the fields of development, operations, telecommunications and information relating to electricity.

Beginning in the late 19th century, the development of electricity in Indonesia was intensified in several Dutch Companies operating in sugar and tea plantation that developed power plant to meet their personal needs.

Between 1942-1945, there was a great shift from these Dutch manufacturing companies by the Japanese after the Dutch surrendered to the Japanese army in the beginning of World War II.

The shift reoccurred at the end of World War II in August 1945 when the Japanese surrendered to the Allied Forces. This opportunity was taken over by the youths and electricity labourers through Labour/Employee Electricity and Gas delegation together with the Management of KNI Head Office to meet President Soekarno to ask the handover of the Companies to the Government of the Republic of Indonesia. On October 27, 1945, President Soekarno established Electricity and Gas Bureau under the Departement of Public Works and Energy with power plant capacity of 157.5 MW.

On January 1, 1961, Gas and Electricity Bureau was changed to BPU-PLN (Board of General Administration of the State Electricity Company) that focused on electricity, gas and coke sectors. On January 1, 1965 BPU-PLN was dismissed and 2 (two) state owned enterprises were formalised, namely Perusahaan Listrik Negara (PLN), a state-owned electricity company, to manage electrity power and Perusahaan Gas Negara (PGN) to manage gas power.

In 1972, in accordance with Government Regulation No. 17, the State-owned Electricity Company was enacted as a State-owned General Electricity Company and as PKUK responsible to provide electricity to meet public needs. While the Government policy was giving opportunity to the Private Sectors to focus on the provision of electricity, the status of PLN was changed from a General Company to Corporation’ as well as PKUK in providing electricity for public needs until the present.

Informasi CPNS 2011 Kabupaten Buleleng

Kendati anggaran untuk perekrutan calon pegawai negeri sipil (CPNS) dicoret dalam APBD 2011 ini, namun Pemkab Buleleng tampaknya tetap ngotot mengusulkan tambahan CPNS. Buktinya, tahun ini Buleleng mengusulkan tambahan CPNS baru seribu orang terdiri dari tenaga pendidik (guru), kesehatan (dokter), dan tenaga teknis.

Kepala Badan Kepegawaian Daerah (BKD) Buleleng, Ketut Wijana, Minggu (26/6) kemarin, membenarkan pihaknya mengusulkan tambahan perekrutan CPNS tahun 2011 ini sebanyak seribu orang. Ia juga membenarkan bahwa anggaran untuk perekrutan yang diusulkan oleh Pemkab telah dicoret. Namun, jika usulan diterima oleh BKN dan Menpan, maka kemungkinan anggaran akan dialokasikan pada APBD Perubahan.

Menurut Wijana, usulan perekrutan CPNS itu sudah dikirim awal tahun 2011 dan kini tinggal menunggu persetujuan dari BKN dan Menpan. Dari jumlah usulan itu, 700 orang CPNS dari tenaga pendidik dan 300 orang tenaga kesehatan dan teknis. “Dana sudah kami usulkan dalam induk APBD 2011 Rp 90 juta, namun dicoret karena ada kegiatan yang dipriotitaskan. Dijanjikan dalam APBD perubahan akan dialokasikan sehingga kita tetap mengusulkan untuk perekrutan CPNS tahun ini,” katanya.

Wijana mengatakan, alasan merekrut CPNS tahun ini tidak lepas dari kondisi PNS di Buleleng yang dinilai masih kurang dibandingkan beban kerja yang jauh lebih tinggi. Ia mencontohkan tenaga guru, hingga kini masih kekurangan. Setiap tahun perekrutan CPNS, tenaga guru diusulkan paling tinggi. Namun, persetujuan formasinya sangat kecil sehingga kekurangan guru belum teratasi hingga kini. “Ini masalahnya, di satu sisi kami masih kurang PNS dan kami berusaha usulkan yang memadai berdasarkan kebutuhan, namun formasi yang disetujui kecil,” jelasnya. CPNS Juga Mendapatkan Gaji ke-13

Tambahan penghasilan berupa gaji ke-13 tidak hanya dinikmati pegawai berstatus PNS saja. Calon pegawai negeri sipil atau CPNS juga menikmati gaji ke-13 kendati nominalnya mengikuti penghasilan yang masih 80 persen dari gaji pokoknya.

Kepala Bagian Keuangan Sekretariat Kota Makassar, Taufikurahman mengatakan, administrasi dan anggaran telah disiapkan untuk pembayaran gaji ke-13. “Begitu petunjuk teknis Kementerian Keuangan diterima, langsung dibayarkan ke semua pegawai,” katanya, Kamis, 23 Juni.

Pemkot Makassar telah mengalokasikan dana sebesar Rp47 miliar untuk membayarkan gaji ke-13 PNS dan CPNS yang tercatat sebanyak 14.455 orang. Nominal gaji ke-13 hampir sama dengan gaji rutin bulanan, hanya tidak termasuk tunjangan beras pegawai.

Taufik mengungkapkan, setiap bulan pemkot mengalokasikan anggaran untuk pembayaran gaji pegawai sebesar Rp49 miliar. Jumlah ini termasuk tunjangan beras pegawai.

Pencairan gaji ke-13 diprediksi pada awal Juli mendatang. Taufik mengakui, pembayaran tambahan penghasilan pegawai ini agak mulur dari biasanya terbayarkan setiap Juni. Pemkot masih menunggu petunjuk teknis pembayaran dari Kementerian Keuangan.

“Pencairan gaji ke-13 biasanya Juni, seperti tahun lalu. Tambahan penghasilan ini sangat bermanfaat bagi pegawai negeri, terutama untuk kesiapan dana menjelang tahun ajaran baru sekolah,” tuturnya. (rif)-fajar

Rekrutmen CPNS 2011 Pemkab Badung Bali Tidak Diadakan

Harapan calon pelamar untuk mengisi formasi CPNS di Pemkab Badung tahun ini benar-benar kandas. Bupati Badung A.A. Gde Agung, pada rapat paripurna DPRD Badung, Rabu (22/6) kemarin mengumumkan, tahun 2011 ini pihaknya tidak melaksanakan penerimaan CPNS. Salah satu alasannya, APBD Badung saat ini sudah sangat terbebani belanja pegawai.

“Saya telah memutuskan bahwa untuk tahun ini tidak melaksanakan penerimaan CPNS,” ujar Gde Agung saat menyampaikan jawaban pemerintah terhadap pemandangan umum Fraksi-Fraksi DPRD Badung.

Dijelaskannya, saat ini belanja pegawai di Badung memerlukan alokasi dana cukup besar dan menjadi beban daerah dalam APBD. Sementara, dana alokasi umum (DAU) dari pemerintah pusat yang tujuannya memenuhi alokasi dasar terutama gaji pegawai, tidak pernah mencukupi.

Dijelaskannya lebih lanjut, Pemkab Badung telah mengupayakan komunikasi ke pemerintah pusat untuk memperoleh dana-dana tambahan seperti dana ad-hoc, dana insentif daerah dan dana Tugas Pembantuan, yang dapat dimanfaatkan membangun fasilitas publik. Namun sayang, hal tersebut tidak membuahkan hasil maksimal. “Hasilnya belum maksimal karena adanya penilaian dari pemerintah pusat bahwa Kabupaten Badung dianggap mempunyai kemampuan untuk mendanai daerahnya,” katanya.

Ketua Komisi A DPRD Badung I Nyoman Satria menilai, keputusan tersebut sangat tepat. Menurutnya, selain alasan beban APBD, kebutuhan pegawai di Pemkab Badung juga mencukupi.
