Informasi CPNS Kab Sukabumi 2011-2012

Pemerintah Kabupaten Sukabumi, Jawa Barat menolak diterapkannya penghentian sementara (moratorium) Calon Pegawai Negeri Sipil (CPNS). Pasalnya, kabupaten terluas se-Jawa dan Bali ini masih kekurangan pegawai.

“Kita berharap pemerintah pusat tidak menerapkan moraorium secara nasional, temasuk di kita. Sebab, moratorium CPNS tidak bisa diberlakukan secara nasional mengingat jumlah penduduk, pegawai dan luas masing-masing daerah berbeda,” kata Sekretaris Daerah (Sekda) Kabupaten Sukabumi, Adjo Sardjono usai melaksanakan upacara pelantikan dan pengambilan sumpah jabatan Sekda di Gedung Negara Pendopo Kabupaten Sukabumi, Kamis (29/7).

Dijelaskan Adjo, rata-rata secara nasional jumlah pegawai dengan jumlah penduduk sebesar 2 persen. Artinya, dengan jumlah penduduk di Kabupaen Sukabumi sebanyak 2,3 juta idealnya dibutuhkan pegawai sekitar 23 ribu orang. Sementara jumlah PNS, kata Adjo, saat ini hanya 16.300 orang.

“Jadi jumlah PNS di kita belum mencapai satu persen apabila dibandingkan dengan jumlah penduduk. Kalau tidak salah dengan jumlah PNS saat ini untuk belanja pegawai mencapai Rp800 miliar,” terang mantan Kepala Badan Kepegawaian Daerah (BKD) Kabupaten Sukabumi ini.

Lebih lanjut Adjo menegaskan, kekurangan pegawai hampir merata di semua organisasi perangkat daerah (OPD). Belum lagi tenaga pendidik, terutama untuk tingkatan SMP dan SMA. Tak hanya itu, tenaga medis dan audit juga masih banyak kekurangan.

Kendati demikian, Pemkab Sukabumi saat ini tengah melakukan pendataan sesuai arahan dari Kementerian Pendayagunaan Aparatur Negara. “Nanti setelah didata akan dilakukan analisa. Namun, intinya kita akan membenahi kinerja internal agar ke depannya pelayanan dapat lebih optimal,” tandasnya.

Sementara, Wakil Ketua DPRD Kabupaten Sukabumi, Suwanda Somawinata mendukung keluarnya kebijakan moratorium CPNS. Alasannya, dengan moratoirum CPNS akan menghemat anggaran belanja pegawai.

“Kita sangat mendukung adanya moratorium CPNS. Sebab, saat ini bukan jumlah yang harus ditambah melainkan kualitas atau pelayanan yang perlu ditingkatkan,” katanya.

Dijelaskan Wanda, sapaan akrab Sowanda Somawinata, moratorium CPNS berimbas kepada penghematan anggaran. Disebutkannya, dari APBD 2011, sekitar 70% terkuras untuk biaya tidak langsung (BTL), salah satunya belanja pegawai. Sementara sisanya merupakan anggaran biaya langsung (BL) untuk kepentingan rakyat. Pemkab Boyolali masih membutuhkan banyak CPNS untuk mengisi kekosongan sejumlah formasi yang ada. Sebab, setiap tahunnya sekitar 400-an PNS pensiun.

Oleh karena itu, Pemkab masih memerlukan banyak pegawai meskipun ada rencana penghentian sementara (moratorium) penerimaan CPNS dari pemerintah pusat. Rencana ini pun ditanggapi dingin oleh Pemkab Boyolali.
